2.3.1 Order of precedence. In the event of a conflict between the text of this specification and
the references cited herein, the text of this specification will take precedence.
3. REQUIREMENTS
3.1 Guide sample. Guide samples are furnished solely for guidance and information to the
contractor. Variations from this specification may appear in the sample, in which case the
specification shall govern.
3.2 First article. When specified, before production is commenced, the first article, consisting
of the number of belts specified by the procuring activity shall be submitted, or made available
to the contracting officer or his authorized representative for inspection. The approval of the first
article authorizes the commencement of production, but does not relieve the contractor of
responsibility for compliance with all provisions of this specification. The first article shall be
manufactured by the contractor in the same facilities to be used for the manufacture of the
production items.
3.3 Materials.
3.3.1 Poromeric. The basic material for all components of the waist belt and shoulder strap,
except metal components, shall be a black poromeric material (see 6.3), 0.055 to 0.065 inch
thick with a smooth high gloss finish. Embossing or printing shall not be permitted.
3.3.2 Leather. The leather shall be 4/64 inch thick and shall conform to type IV, class 1 of KK-
L-271, except that the thickness tolerance shall be plus 1/64, minus 1/128 inch. The grain and
