COMMERCIAL ITEM DESCRIPTION
NECKTIE
The General Services Administration has authorized the use of this Commercial Item Description.
This commercial item description covers requirements for neckties to be worn by male and female personnel of the Federal Protective Service.
Salient characteristics:
The necktie shall be made from 100 percent polyester, or a blend of 50 percent polyester and the remainder cotton or rayon, woven fabric which conforms to the breaking strength, dimensional change after laundering, colorfastness to laundering, and colorfastness to crocking requirements of ASTM D 3785. The necktie shall be black. The width of the necktie at the widest part shall be 3 + 1/2 inches. The necktie shall be pretied on a metal or plastic clip so as to be chokeproof.
Workmanship. The necktie shall be free from any defects such as holes, tears, misweaves, spots, uneven dyeing, loose or skipped stitches, etc., that would affect appearance or serviceability.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product sold in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable. The neckties shall be labeled, ticketed, or invoiced for fiber content in accordance with the rules and regulations under the Textile Fiber Products Identification Act. The neckties shall be labeled in accordance with the Trade Regulation Rule Concerning Care Labeling of Textile Wearing Apparel.
Packaging, packing, and marking. The items shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
