COMMERCIAL ITEM DESCRIPTION
NECKTIE (STRIPED)
The General Services Administration has authorized the use of this Commercial Item Description.
This description covers requirements for neckties to be worn by Federal Protective Officers in the Presidential Libraries.
Salient characteristics:
The necktie shall be made of 100 percent polyester woven fabric which conforms to the breaking strength, dimensional change after laundering, colorfastness to laundering, and colorfastness to crocking requirements of ASTM D 3785. The necktie shall have navy blue and burgundy alternating stripes; each stripe measuring 1/2 + 1/16 inch width. The stripes shall be diagonal in accordance with normal commercial practice. The width of the necktie at the widest part shall be 3 + 1/2 inches. The necktie shall be pretied in a metal or plastic clip so as to be chokeproof.
The issue of the ASTM standard in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Workmanship. The necktie shall be free from any defects such as holes, tears, misweaves, spots, uneven dyeing, etc, that would affect appearance or serviceability.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, and standards, and quality assurance practices, and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable. The neckties shall be labeled, ticketed, or invoiced for fiber content in accordance with the Rules and Regulations under the Textile Fiber Products Identification Act. The neckties shall be labeled in accordance with the Trade Regulation Rule Concerning Care Labeling of Textile Wearing Apparel.
Packaging, packing, and marking. Packaging, packing, and marking shall be as specified in the contract or order.
